You probably don't give much thought to the device that you're reading this article on, as long as it looks good and keeps working. But the elements that power and run it are the subject of an escalating struggle between the world's two biggest economies - the US and China - with African countries in the eye of the storm. The African continent is rich in critical minerals and metals - like lithium, rare earths, cobalt and tungsten - which are vital to making and running our personal tech. Such materials are also essential for everything from electric vehicles, to AI data centres, and weapon systems. China has long been the biggest player in the global market for critical minerals and metals.


How drones killed nearly 1,000 civilians in Africa in three years

The use of drones by several African countries in their fight against armed groups is causing significant harm to civilians, according to a new report. More than 943 civilians have been killed in at least 50 incidents across six African countries from November 2021 to November 2024, according to the report by Drone Wars UK. The report, titled Death on Delivery, reveals that strikes regularly fail to distinguish between civilians and combatants in their operations. Experts told Al Jazeera that the death toll is likely only the tip of the iceberg because many countries run secretive drone campaigns. As drones rapidly become the weapon of choice for governments across the continent, what are the consequences for civilians in conflict zones?

Last year, the Africa Cup of Nations, the continent's biggest international soccer tournament, kicked off in Côte d'Ivoire, in a stadium designed, financed, and built by China. This should not come as a surprise to anyone who follows the sport, nor is it some new development. The first Chinese-made stadium in Africa was completed more than fifty years ago. By the end of the millennium, nine more African countries would open their capital cities to what came to be known as "stadium diplomacy." The quantity and scale of these stadiums grew alongside an increasingly robust push to quickly build infrastructure in poor African countries.

AI computing and data centers consume a large amount of freshwater, both directly for cooling and indirectly for electricity generation. While most attention has been paid to developed countries such as the U.S., this paper presents the first-of-its-kind dataset that combines nation-level weather and electricity generation data to estimate water usage efficiency for data centers in 41 African countries across five different climate regions. We also use our dataset to evaluate and estimate the water consumption of inference on two large language models (i.e., Llama-3-70B and GPT-4) in 11 selected African countries. Our findings show that writing a 10-page report using Llama-3-70B could consume about \textbf{0.7 liters} of water, while the water consumption by GPT-4 for the same task may go up to about 60 liters. For writing a medium-length email of 120-200 words, Llama-3-70B and GPT-4 could consume about \textbf{0.13 liters} and 3 liters of water, respectively. Interestingly, given the same AI model, 8 out of the 11 selected African countries consume less water than the global average, mainly because of lower water intensities for electricity generation. However, water consumption can be substantially higher in some African countries with a steppe climate than the U.S. and global averages, prompting more attention when deploying AI computing in these countries. This white paper is the output of a multidisciplinary workshop in Nairobi (Nov 2023). Led by a cross-organisational team including Microsoft Research, NEPAD, Lelapa AI, and University of Oxford. The workshop brought together diverse thought-leaders from various sectors and backgrounds to discuss the implications of Generative AI for the future of work in Africa. Discussions centred around four key themes: Macroeconomic Impacts; Jobs, Skills and Labour Markets; Workers' Perspectives and Africa-Centris AI Platforms. The white paper provides an overview of the current state and trends of generative AI and its applications in different domains, as well as the challenges and risks associated with its adoption and regulation. It represents a diverse set of perspectives to create a set of insights and recommendations which aim to encourage debate and collaborative action towards creating a dignified future of work for everyone across Africa.

Artificial Intelligence (AI) for health has the potential to significantly change and improve healthcare. However in most African countries, identifying culturally and contextually attuned approaches for deploying these solutions is not well understood. To bridge this gap, we conduct a qualitative study to investigate the best practices, fairness indicators, and potential biases to mitigate when deploying AI for health in African countries, as well as explore opportunities where artificial intelligence could make a positive impact in health. We used a mixed methods approach combining in-depth interviews (IDIs) and surveys. We conduct 1.5-2 hour long IDIs with 50 experts in health, policy, and AI across 17 countries, and through an inductive approach we conduct a qualitative thematic analysis on expert IDI responses. We administer a blinded 30-minute survey with case studies to 672 general population participants across 5 countries in Africa and analyze responses on quantitative scales, statistically comparing responses by country, age, gender, and level of familiarity with AI. We thematically summarize open-ended responses from surveys. Our results find generally positive attitudes, high levels of trust, accompanied by moderate levels of concern among general population participants for AI usage for health in Africa. This contrasts with expert responses, where major themes revolved around trust/mistrust, ethical concerns, and systemic barriers to integration, among others. This work presents the first-of-its-kind qualitative research study of the potential of AI for health in Africa from an algorithmic fairness angle, with perspectives from both experts and the general population. We hope that this work guides policymakers and drives home the need for further research and the inclusion of general population perspectives in decision-making around AI usage.


Democratizing AI in Africa: FL for Low-Resource Edge Devices

Africa faces significant challenges in healthcare delivery due to limited infrastructure and access to advanced medical technologies. This study explores the use of federated learning to overcome these barriers, focusing on perinatal health. We trained a fetal plane classifier using perinatal data from five African countries: Algeria, Ghana, Egypt, Malawi, and Uganda, along with data from Spanish hospitals. To incorporate the lack of computational resources in the analysis, we considered a heterogeneous set of devices, including a Raspberry Pi and several laptops, for model training. We demonstrate comparative performance between a centralized and a federated model, despite the compute limitations, and a significant improvement in model generalizability when compared to models trained only locally. These results show the potential for a future implementation at a large scale of a federated learning platform to bridge the accessibility gap and improve model generalizability with very little requirements.


African Democracy in the Era of Generative Disinformation: Challenges and Countermeasures against AI-Generated Propaganda

In light of prominent discourse around the negative implications of generative AI, an emerging area of research is investigating the current and estimated impacts of AI-generated propaganda on African citizens participating in elections. Throughout Africa, there have already been suspected cases of AI-generated propaganda influencing electoral outcomes or precipitating coups in countries like Nigeria, Burkina Faso, and Gabon, underscoring the need for comprehensive research in this domain. This paper aims to highlight the risks associated with the spread of generative AI-driven disinformation within Africa while concurrently examining the roles of government, civil society, academia, and the general public in the responsible development, practical use, and robust governance of AI. To understand how African governments might effectively counteract the impact of AI-generated propaganda, this paper presents case studies illustrating the current usage of generative AI for election-related propaganda in Africa. Subsequently, this paper discusses efforts by fact-checking organisations to mitigate the negative impacts of disinformation, explores the potential for new initiatives to actively engage citizens in literacy efforts to combat disinformation spread, and advocates for increased governmental regulatory measures. Overall, this research seeks to increase comprehension of the potential ramifications of AI-generated propaganda on democratic processes within Africa and propose actionable strategies for stakeholders to address these multifaceted challenges.

Artificial Intelligence (AI) requires new ways of evaluating national technology use and strategy for African nations. We conduct a survey of existing 'readiness' assessments both for general digital adoption and for AI policy in particular. We conclude that existing global readiness assessments do not fully capture African states' progress in AI readiness and lay the groundwork for how assessments can be better used for the African context. We consider the extent to which these indicators map to the African context and what these indicators miss in capturing African states' on-the-ground work in meeting AI capability. Through case studies of four African nations of diverse geographic and economic dimensions, we identify nuances missed by global assessments and offer high-level policy considerations for how states can best improve their AI readiness standards and prepare their societies to capture the benefits of AI.


Addis summit raises questions about AU's muted stance on Ethiopia rifts

From Thursday, African leaders will gather in the Ethiopian capital, Addis Ababa, home of the African Union (AU), for the continental body's annual summit. According to AU Commission Chairperson Moussa Faki Mahamat, regional integration and "maintaining momentum in addressing issues of peace and security" is high on the agenda. But in an ironic twist, the host of the summit has either initiated or been involved in multiple conflicts in the last three years. Ethiopia's two-year civil war with the state of Tigray may have ended in November 2022 after a Pretoria pact, but federal troops are currently upping drone strikes against rebels known as Fano militia in the state of Amhara, next door to Tigray. This week, the Ethiopian Human Rights Council said "at least 45 civilians" had been killed by federal troops in Amhara.
